okay try this
Get about a teaspoon of baking soda, put it one a old toothbrush ...softly scrub you lips (not hard) for about a minute and them rinse your lips off...dry it put a thin layer of chapstick or vaseline
and them and lipgloss or lipstick
just keep using regular chapstick, if you wipe it off or some comes off re-apply on your lips, just keep it in your pocket with you all da time. it's not expensive
vaseline all the way! it locks in the moisture and absorbes into your skin. i use it all the time (:
try chapstick that is oil based, and not wax based.
try burt's bee's chapstick. Its the best
